Act 15 is supposed to act as a safeguard for the purchaser - it specifies a level of completion which must be achieved in order for the developer to receive his final payment (i.e. everything is in accordance with the contract spec and all services etc work). I have no previous experience of purchase in Bulgaria so I don't know how well this works in practice, that is why I am going to check myself before handing over the final payment. I don't foresee a problem with access to the apartment and the complex as a whole for the purposes of inspection prior to making the final payment. If you can't get out there, you could arrange for an independent inspection on your behalf, if you or your lawyer can find someone who can be relied on to do this on your behalf.
