Always cheaper places to be had
- such as El Gouna / Sahl Hasheesh / Gamsha Bay
The only problem is being "in" with the right people.
You could probably "buy" enough land to build a town for next to nothing if YOU build all the infrastructure, and pay your "dues".
For most people the prices relate to what is already in place and how close to existing areas of population.
Parts of Marsa Alam could be very cheap still, if they are miles from anywhere .
