Short-Term Rental Licence

I am about to complete on my apartment in Sao Martinho do Porto and understand that I need to get a licence from somewhere in Alcobaca?
Can anyone tell me what I need to do?
And where do I get a Portugal Fiscal Number (if that isn't a silly question)?

Licence from the "camara"
You will also need an energy certificate.
If you are buying you should be using a lawyer-who could also help with the above,

I do have a lawyer but surely I can do this myself when I go out to complete?
The Developer has volunteered to deal with the utilities and so I guess he will also provide the energy certificate.
Do you know whether I can expect people in the Camara (Alcobaca town hall?) to speak English?
Is the Financas (Alcobaca Finance Dept?) also in the Town Hall?
What will I need to provide for a Fiscal Number?

So many questions!
