Property in Tours

Does anyone here know much about this?

I am (supposed to be) helping three people find something in Provence. They are relocating there to expand a business.

I'm normally involved only with Geman property and really, I just had one question, what is the infrastructure like there?

Is there much of a public transport system there? What is the unemployment like? What is the skilled labour situation like? is there a good university?

A strange hodge podge of questions, I know but I need to reply to some emails they've sent me.
