You might be thinking of a lichna karte (residency permit)? There was a time when with one of these you got local rates rather than tourist rates. Two tier pricing has now been made illegal, so having a residency permit should make no difference. I'm not saying two tier pricing doesn't happen but it is increasingly rare these days.
What are you thinking you might get "local" pricing on with a residency permit?

it was something i read in an old book thats all,must say ,i dnt seem to pay more than the locals, just wonder,d,cheers
