Has anyone dealt with the above registration. We have been asked to pay close to GBP1000 to register our property that is only half built.?!

i am more confused now than i was before i reading this !dear all,
I worked at real estate company, and in-charge with the registration of all units of our 3 projects in Oqood. This is mandated by law in Dubai to register each unit in Oqood via Land Department/RERA. This can be done via online by real estate business. And as far as I am concern, as I am the one who's in charge registering it online, i cannot remember that we've asked our clients any fees/charges/administration fees in registering their units in oqood. In simple words we didn't ask them any payment.
In addition, upon registration of clients units on oqood online, there is some portion in there that the system itself automatically issued payment vouchers for buyers fee & sellers fee, which is equivalent to 1% of your unit sales value plus AED 10.00 knowledge dirhams.
Example:
Unit Sales Value(Total Contract Price) - 1,000,000.00 X 1% = 10,000.00
so you need to pay this amount + 10.00 = AED 10,010.00. But take note that this payment is different from the Oqood fees that you are saying. This payment will be done upon completion of your units purchased and that completed property will be transfer to your name already. In simple words - Transfer Fees. PLEASE TAKE NOTE UPON PAYING OF THIS AMOUNT, THE PROPERTY MUST BE COMPLETED ALREADY.
That oqood registration fees is merely depends on the real estate companies.
