Nitrogen Dioxide and Particulates Levels in London

Is it true that London has the highest Nitrogen Dioxide levels in the world? Friend told me the Evening Standard reported that Diane Abbott is having a debate about particulate levels next week in the Commons and it kills 40,000 Londoners a year? Can this be true?
Not sure if it's safe to spend much time there. Can anyone dispel this rumour or confirm if it has any truth?
