Do you have a link to any of their advertising? Might know it under another name.

I found it but it doesn't say who the developers are. I have never heard of it to be honest.

I also found a website advertising PDC in the same area and the website mentiones the "Bank Guarantee" which in fact doesn't exist although building is still in progress.

"A world famous dive reef location"

Poetic license at it's best - as a qualified Scuba instructor with VDST, VDTL and CMAS I grew up dreaming about the possibility to go diving on a reef which is best seen with a mask, snorkel and flippers. Wonder which world they are talking about...

Oh and there are three possibilities which I know of regarding developments with those resort features in this general area - two have been abandoned and the last has been indefinitely postponed.
