Yes, is the simple answer. As someone who lives in Romania and spends many weekends golfing in Bulgaria I feel qualified to answer both. The markets are similar in so far as they have both suffered significantly from the lack of available money in the market place which has led to poor levels of transactions and falling prices. However, the reality is that property prices in the best locations have remained steady with most people (who are financially able to) choosing to hold and wait for the market to come back than to sell low. Please note though that the Romanian market values were always much higher than Bulgaria and remain so. In terms of value for money, if you want a great holiday home at little cost near the beach or in the mountains Bulgaria is hard to beat, but remember the language is difficult the alphabet Russian and a nod of the head means no and a shake yes!
Romania on the other hand is easier to integrate if you speak English. The signs you can read the language is not so hard to learn but most people speak English better than most British kids. Bucharest while not the most beautiful of cities in Eastern Europe is very cosmopolitan and exciting, the food and entertainment excellent and generally the city is largely undiscovered.
