No way it will be finished in November. The construction of São Gonçalo do Amarante Airport was first discussed 14 years ago, but only on the last four years they started building it. Even so, they have just finished the runways and will start the terminals, having spent R$115 million. The good news is that due to the world cup, the government has to finalize the construction, as a condition imposed by FIFA. The government has released an extra R$ 65million for next year (2010) and are hoping to find some company/investor to improve and then run it on a concession basis.
