Turkey 10 years ago was a free country where nothing was recorded on the individual, no official records of income whether capitol gains or rental income. Basically you would declare an income amount of what you though would be, for the best of your interest. The results would be that you get away with paying a low amount of tax to the government, or possible not to pay tax at all.
Turkey is still a tax heaven today with low tax rates, compared to other countries. But some things have changed.
With the European Union giving Turkey 80.000 pages of law reform to do in order to become a full member, the tax issue has been first on the to do list. This way an unrecorded economy would be turned into a recorded economy, to strengthen government finances. And the only possible way to do this is giving every citizen in Turkey a tax number.
So there be it, everyone in Turkey now has a tax number and anything related to personal finance are recorded under this number, whether it be earnings, owning property, banking, credit cards, even water and electricity.
So if and when a foreigner buys real estate in Turkey, they need a tax number to be able to have it recorded under their name. To connect water and electricity or internet, you need to have a tax number as a principal, or the computer system will not process the request.
A tax number can obtained at the local state tax office by showing your passport. It is free of charge and takes 1 minute to get.
