With regard to capping in an earlier post, Andrews answer is not entirely accurate, the mietspeigel is indeed used to control rent in most parts of Germany (including Berlin),but in areas where demand outweighs supply, people will pay significantly higher than the mietspiegel and so there is no cap in those locations. You will find this in some parts of Prenzlauer Berg, Friedrichshain etc. Berlin is complex.
