Developer keeps 30% or 70%

Dear experts! Could you please explain the difference and how it works with Laws 13 or 9.
In which cases the developer can keep 25-30% of the paid sum and when up to 70% of the price of the contract?
It is very confusing.. Thanks to all for explainig!

Please explain the law about keeping the sums paid ? how much and in which case the developer can keep up to 70% of the price of the PROJECT!!

It is not funny anymore. We lost the money ! Thats the fact/ Another problem now is how to avoid owning to the developer all you life if you dont pay futher...
So in which cases they can look after you? and what should be done from legal point of view to avoid that if the project like the developer states is late but started.

You lost money I lost money – money comes and goes – that’s life.
The question is when to stop losing money?
In your case if you have paid 70% - nothing you can do, but wait and terrorize the developer until (if) you get something.
If you have paid 30% - don’t pay any more
Law 9 and 13 will be changed soon, so don’t waste your time going that way.
