Does anyone know the following query.Ive been conned out of money by a "land developer" who didnt deliver the land or return the money.Now him and his company have disappeared.The question is are the financial institution i transfered the money abroad with ,as i have been told by a unqualified person, liable in that they facilitated the transfer to a dodgy company or person.Especially if they possibly had complaints about them before.Is this correct?

In my opinion, if the 'financial institution' was not a part of the original contract, indeed were probably your choice of transfer vehicle (with the recipient details provided by yourself),and are therefore totally independent, then you do not stand a chance.
Remember that you must have signed a Brazilian contract written in Portuguese, subject to Brazil law, which is civil (not common, as in the US and the UK). If you do not know the difference it is worthwhile asking, as it does make a huge difference.
As a very (very) rough guide, civil law is based on a written description of what is right (lawful) and what is wrong (illegal). Common law is based on a premise of fairness, responsibility and blame, written into law or not. No doubt 'lawyers' out there will destroy this theory, but that is my layman's understanding.
That said, this is very subjective, as I have no idea of your particular circumstances.
