Buying land in essaouira Morocco - Landinmorocco

I want to buy some land on the beach in Morocco. I saw an interesting plot of land on the website "landinmorocco dot com" but I do not understand the difference between Agricole and Urban land. How many square metres are required to build a villa on Agricole land, and what is the procedure?

Does agricole mean agricultural land, in which case you would be better contacting what is their local authority or equivilant to understand what you are allowed to do and not do.
