Building more council houses but retaining right to buy is bizarre

The UK government has today announced plans to increase funding for council houses across England. However, at the same time the government is tweaking the right to buy scheme but not closing it. Surely this is financial suicide?

Personally, I find the whole situation very bizarre with governments increasing funding for council houses while still offering right to buy in certain parts of the country. Why would you build a new property and then immediately give someone the right to buy at a discount to the market price? Council housing should be for council tenants not for those looking to buy their first home. While we are on the subject, should council tenants have a property for life?

Scrap right to buy and simply re-invest into new social housing. However, might this expose a problem? Is money from right to buy sales simply being redirected back through the system as new money?
