It is not only the British that are now looking at purchasing in new builds in France but also the French themselves since the tax relief that the French Government has given new properties makes it very attractive to the local population aswell as foreigners. Normally off plan property / new builds tend to be slightly cheaper then their counterparts since there is a leap of faith with something that has not yet been built. However due to the demand for these types of properties they are at the normal market value of something that is already built or even higher.

It just goes to show you do not need to buy in an emerging market to buy something that will increase in value. Granted the increase in value will go up slower then an emerging market off plan property BUT it will not nose dive in value like they have done in recent years either.
