Well, if they eventually join Russia (unlikely in the near future),they will certainly have to embrace capitalism in one form or another, property is normally the first thing to boom.

The bigger question is WHY? It's Europe's last dictatorship and shows few signs of changing anytime soon

I don't think that buying real estate in Belarus is secure, but I do not think that they will ever join Russia.
