All the people paying somehow reasonable rents have to move out.
Some of them will leave Dubai some of them will buy some of them will pay the new rents
Imagine at IC will be a waiting list to rent a studio for 38000 DHS.

We dont know if this will benefit landlords or tenats.Maybe the price index will be lower than what landlords are currently charging.

i think it wont be lower than landlords currently chargin since most of landlords are not happy with current 5 % cap on increase in rents,basically these are those owners who rented their buildings long time ago and could not obtain new prices to their old tenants due to the rent cap for last 3 years and to tell you those land lords are influencial to govt also,
